Yanshan Thermal Transformation Supervision Project

The project is about the heating separation transfer project of maintenance, replacement of Yanshan Petrochemical Company community including Xinghua Xili, Xinghua Dongli, Gaojiapo District, Hongta District, Xiangyang District, Fenghuangting Station Nanli, Fenghuangting Station Beili, Dongfeng Nanli, Dongfeng Beili, Dongfeng Dongli, Yangeryu Beili, Yangeryu Nanli, Wind west li, one li, two li, three li, four li, five li, six li and so on. A total of 22395 indoor projects needed to be replaced duiring the construction period.

The thermal engineering pipeline includes 74469.2 m underground trench pipeline, 16292.7 m overhead pipe, 210847.2 m indoor, 14234.6 kg galvanized iron wire, 31500 sets of valve fittings, 4030.7 m3 heat preservation, 21578 kg antirust paint, 35749.5 kg steel for support and hanger.The supervision scope includes the original buried pipeline road in the above residential area, the trench excavation, the pipe ditch for backfilling and tamping, and the restoration of the broken road.

Original overhead, trench, direct-buried pipe and valve interior valve fittings should be removed. The valve fittings for indoor thermal pipeline should be also removed. It needs heat preservation and restoration of the valve chamber of the old pipe. All of these are the part of supervision work such as supervision of new external pipe hoisting, assembly alignment,welding, nondestructive testing, pressure test, tightness test,washing and combined trial operation after replacement.

                                                              

"Three supply and one industry" refers to the supply of water, electricity, heating and property management. The separation and transfer of "three supplies and one industry" means that the state-owned enterprises (including enterprises and scientific research institutes) separate the functions of water, electricity, and property management from the state-owned enterprises to the social and professional units, which have a strong policy and professionalism and involve a wide range of areas. It is an extremely complex management task.

On June 11, 2016, the SASAC of the State Council and the Ministry of Finance issued the guiding opinions on the Separation and transfer of "three supplies, one Industry" in the Family area of the Workers and staff members of State-owned Enterprises.

Since 2016, the work has been moving forward throughout the country. It is necessary for maintenances and renovations of related equipment and facilities to reach the average level of urban infrastructure by separating account table, charging by household with the socialized management of specialized enterprises or institutions.

The heating separation transfer project of maintenance, replacement of Yanshan Petrochemical Company community can be in response to Yanshan Petrochemical Company " three supplies and one industry "  in terms of gas supply, heating transfer. It created conditions for Yanhua residents to enjoy professional heating services and management.
